New customs legislation will allow Kazakhstan to make the most of its transit and export potential

Astana, December 28 - MNE RK. Vice-Minister of National Economy Bauyrzhan Bekeshev briefed the Central Communications Service on Thursday on the laws signed by the Head of State in December on ratification of the Agreement on the Customs Code of the Eurasian Economic Union, on introducing amendments and additions to some legislative acts of the Republic of Kazakhstan on issues customs regulation "and the Code of the Republic of Kazakhstan" On customs regulation in the Republic of Kazakhstan ".

B. Bekeshev said that the main goal of the adopted laws is to reduce the administrative burden on business.

"The Customs Code of the EAEC is one of the main documents of the legal framework of the Union. It will replace the existing Customs Code of the Customs Union and a number of international agreements. The EAEC code has been significantly revised in connection with the revision of the main approaches to customs regulation. More than 350 reference rules have been allocated to the competence of national legislation. In this regard, we have done work to bring the existing national customs legislation in compliance, "the representative of the Ministry of Energy of the Republic of Kazakhstan explained.

The representative of the International Energy Efficiency Institute during his speech noted that the main conceptual innovations of the customs legislation are the automation of business processes at customs, the transition to electronic declaration and the introduction of the "single window" mechanism; optimization of customs operations for the development of transit potential, reduction of transit completion time, inspection, the possibility of issuing one transit declaration when transporting goods by two or more modes of transport (multimodal transport); expansion of special simplifications for authorized economic operators, in particular, three types of certificates are provided, depending on the simplification package; expansion of the list of goods produced in the customs clearance mode "Posfaktum".

At the end of his speech B. Bekeshev stressed that the new customs legislation will allow Kazakhstan to maximize the transit and export potential, facilitate the conduct of foreign economic activity, and also will more protect and support domestic entrepreneurs.
