The work done by the relevant department in the past year and the main tasks for 2019 were discussed at the reporting meeting of the Minister of National Economy of the Republic of Kazakhstan Ruslan Dalenov with the population held today in the capital “Kazmedia ortalygy”.
Thanks to video conferencing, the meeting took place with the connection of the regions.
Representatives of a number of central departments, the public, non-governmental organizations, businessmen and the media took part in it.
Opening the meeting, the head of the Ministry of National Economy noted that today the main development priorities have been identified, designed to “ensure the growth rate of the economy above the world average and sustainable progress in the top 30 countries”. This is an absolute guide to action for us. And we intend to ensure the effective execution of all the tasks assigned to us. Moreover, according to the results of 2018, we have recorded growth in all the main indicators of socio-economic development.
Opening the meeting, the head of the Ministry of National Economy noted that “Economic growth in 2018 was 4.1%. He repeated the level of the previous year. We call this growth sustainable. Because GDP growth in 2015 was 1.2%, in 2016 - 1.1%, ”Dalenov stressed.
According to R. Dalenov, at present, the Ministry continues work in 3 most important areas, namely prices and tariffs, development of entrepreneurship and development of regions.
Special attention was paid to the development of entrepreneurship in Kazakhstan.
According to the ministry, over the past 3 years, within the framework of the CST, KZT 247.1 billion has been allocated. As a result, more than 13 thousand SME projects received financial support. In August of this year. a new Business Roadmap will be adopted - 2025. In the CST - 2025, the tools of financial support will be improved.
“Our ambitious goal in this direction is to increase the share of SMEs in the economy to 35% in 2025 and to 50% by 2050,” said the head of the Ministry.
Ruslan Dalenov noted that in 2018 the price index as a whole was at the level of 5.3%, food prices rose by 5.1%, non-food prices - by 6.4%.
“At the same time, it is necessary to take into account that general inflation is the average price growth indicator for 510 goods and services in the country. Changes in prices for individual goods are taken into account on the basis of its share in the consumer basket, and do not always coincide with the rate of inflation. Also, price increases in each region may differ. It is necessary to understand that an individual basket cannot take into account all 510 items, especially considering the regional aspect, ”the minister said during a reporting meeting with the population in Nur-Sultan.
In terms of tariffs for services of natural monopolies, the Ministry last year slowed down the average annual growth of utility tariffs from 8.6% in 2017 to 2.45%. For example, the growth of tariffs for hot water slowed down from 10.9% in 2017 to 2.2% in 2018, electricity - from 5.0% to 1.1%, gas - from 11.4% to 2.7 %, heating - from 9.9% to 2.6%.
In the current year, the growth of tariffs was altogether reduced by an average of 2.4%. For example, in the field of water supply - by 8%, water disposal - by 6.6%, heat supply - by 12.1%, gas supply - by 8.8% and electricity supply - by 7.7% on average.
"For 5 months of this year. 87 unscheduled inspections were conducted in respect of the subjects of natural monopolies and the protection of land resources. As of today, 32 subjects have been brought to administrative responsibility for KZT 71.4 million. 39 orders were issued to stop the violation of the law on natural monopolies, ”said the head of the Ministry of Economic Development.
“The regional policy of the country is aimed at increasing the competitiveness of the regions and improving the quality of life of the population regardless of their place of residence,” Dalenov assured.
The head of the Ministry of Economic Development and Trade emphasized that under the project “With a diploma to the village” more than 4 thousand specialists were granted budget loans for the purchase of housing in the amount of 13.7 billion tenge.
Since 2018, an independent budget of local self-government has been introduced in 1062 cities of district significance and rural districts with a population of over 2 thousand people. From January 1, 2020, it is planned to introduce level 4 budgets in the remaining 1,334 rural districts.
This year, the Ministry will form a new Forecast scheme of the spatial and spatial development of the country until 2030.
According to R. Dalenov, the forecasting scheme determines the development strategy of the regions. Within it, a demographic forecast of the development of regions up to 2030 will be developed. The focus of the Forecasting Scheme will be on the development of “growth points” based on managed urbanization. Regional standards for ensuring a basic quality of life in the regions will be defined.
Rural development is important for the regions. For this, the project “Auyl - El Besigi” is being implemented.
Concluding his report, the head of the department noted that under the project “Auyl-El Besigi”, the perspective villages will be purposefully carried out repairs, construction and reconstruction of social and engineering infrastructure. The project will be implemented through a cluster approach.
