To abolish the land tax for owners of apartment buildings and to combine taxes on property and land from individuals into a single tax is proposed in Kazakhstan in the framework of the draft Law “On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Taxation” being developed by the Ministry of National Economy. This was reported by the press service of the Ministry of National Economy of the Republic of Kazakhstan.
According to the authors, the main purpose of the innovation is to simplify the payment of property tax and land tax by individuals.
Lawmakers propose combining property and land taxes from individuals without changing the elements of taxation - the object of taxation, the tax base, rates, the procedure for calculation and payment. Two taxes will be paid in a single payment. Rates remain at the same level, nothing will rise in price, it will simply be more convenient to pay tax. Today, these are two different taxes, different accrual methods, two receipts, and this creates inconvenience to taxpayers.
And for owners of apartment buildings, they want to completely abolish the land tax due to the fact that the collection of this insignificant tax requires large administrative costs due to the large number of objects and the complexity of the calculations.
Currently, the document is undergoing approval by state bodies. The introduction into the Parliament is planned for this fall.
The text of the document is posted on the official website of the Ministry and on the open portal of regulatory legal acts.
The planned implementation date of the norms is from 2020.
