Information about the plans and results of the formation of state electronic information resources of the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan

Currently, the Statistical Committee of the Republic of Kazakhstan of the Ministry of National Economy of the Republic of Kazakhstan (the Committee) processes the collection, processing and dissemination of primary statistical data automated within the framework of the Integrated Information System "e-Statistics" (IIS "e-Statistics"). IIS "e-Statistics" covers such business processes as the collection of statistical reports in the online mode, which reduces the burden on respondents, electronic storage of primary statistical data that provides security and limited access to confidential data of respondents, automatic integration with information systems other government agencies for faster interaction, as well as electronic publication and data analysis, which is reflected in the Taldau’s analytical system and allows use relevant and reliable statistical information.

Within the project "KAZSTAT: A project to strengthen the national statistical system" between the Republic of Kazakhstan and the International Bank for Reconstruction and Development, in March 2017, the Computerized Individual Interviewing System (CISS) was introduced. This information system is designed to collect primary data on household surveys and price registration. The main task of the system is to automate the collection of primary data using tablet devices. This method allows you to minimize errors during data entry, save labor resources by eliminating duplication of data entry on various media, optimize the work of interviewers, reduce the use of forms on paper media, and improve the quality of statistical data. For the purpose of centralized storage and processing of incoming data, the CISS is integrated with the IIS “e-Statistics”.

In the framework of the KAZSTAT project, as well as the CISS, work is underway to introduce a new data collection method, the Computerized Telephone Survey System (CSTO). The purpose of the creation of KSTO is to automate the collection of primary data through a telephone survey of respondents located in remote areas, in particular, on agricultural statistics. This method ensures the completeness of coverage of respondents, reducing the time for receiving reports from respondents, reducing the time for entering data into the system. At the moment, the system is in trial operation, work is underway to introduce it into commercial operation.

All of the above information systems of the Committee are certified for compliance with the information security requirements of state standards adopted in the Republic of Kazakhstan.

In accordance with paragraph.38) clause 3 of Article 39 of the Law of the Republic of Kazakhstan “On public procurement” dated December 4, 2015 No. 434-V, services for maintenance and administration of statistical information systems are carried out by the Republican State Enterprise on the right of economic management “Information and Computing Center The Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan (ICCS MNE RK).

At the same time, in the framework of preparation for the national census of the Republic of Kazakhstan, further development is planned.

IIS "e-Statistics". In accordance with the Decree of the Government of the Republic of Kazakhstan dated May 5, 2018 No. 245 “On Amendments and Addenda to the Resolution of the Government of the Republic of Kazakhstan dated December 7, 2017 No. 823“ On the Implementation of the Law of the Republic of Kazakhstan “On the Republican Budget for 2018-2020”, RSE The ITC was determined by the executor of the state task “Development of the integrated information system“ e-Statistics ”in 2018. The development of IIS “e-Statistics” will be carried out with the possibility of attracting subjects of the IT market on a competitive basis in compliance with the requirements of the legislation of the Republic of Kazakhstan on public procurement. The total cost of services transferred to the IT market will be 30% of the total project cost.

In 2018, domestic software developers were attracted for the following services:

  • Development of a mobile application for conducting a population census;
  • Development of a mobile application to view the schedule of delivery of statistical reports, as well as a list of statistical forms for respondents, the history of delivery of reports.

In 2019, it is also planned to attract domestic developers to provide software development services for the collection of statistical forms in electronic form in off-line mode. In this connection, we invite interested stakeholders of the IT market to take part in open competitive procedures conducted by the RSE ITC.
