Within the framework of the implementation of the first stage of the Concept of Local Self-Government Development in the Republic of Kazakhstan, the Government of the Republic of Kazakhstan adopted Decree No. 78 of January 31, 2013 "On Approving the Action Plan for 2013-2020 for the Implementation of the Concept of Local Self-Government Development in the Republic of Kazakhstan" (hereinafter - the Action Plan ), according to which the following measures are envisaged:
Under item 1.1. Creation of a working group on the implementation of the Concept of Local Self-Government Development in the Republic of Kazakhstan
The working group was established by Decree No. 338 of the Minister of Economic Development and Trade on December 14, 2012, with the participation of representatives of central state and local executive bodies, the Central Election Commission, the Assembly of the People of Kazakhstan, scientists, experts from the Institute of Legislation of the Republic of Kazakhstan, the Institute of Economic Research, the Institute of Parliamentarism of the PDP " Nur Otan ".

The Law of the Republic of Kazakhstan of June 13, 2013 No. 101-V ZRK "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Development of Local Self-Government" introduced amendments and additions to the Budget and Tax Codes, the Code "On Administrative Offenses", the Laws " On local government and self-government in the Republic of Kazakhstan "," On public service "," On advertising "," On state property "provides the following standards:
1) the procedure for the formation, conduct and authority of assemblies and assemblies and the formulation of their decisions is regulated;
2) compulsory discussion by the assembly or gathering of issues of financing activities of local importance;
3) a provision has been introduced to provide the local population with the right to participate in monitoring the use of budget funds allocated for solving local problems;
4) the right to form own sources of income (income from property lease (rent) of state property, voluntary fees of individuals and legal entities, fees for the placement of outdoor (visual) advertising, fines for violation of the rules of improvement, damage to infrastructure and green spaces, trade in unidentified places and other sources that do not contradict the legislation);
5) opening of special accounts in the treasury bodies, which will reflect revenues and expenditures aimed at the implementation of local government functions;
6) the transfer of a part of the regional communal property to rural akims (kindergartens, libraries, cultural centers, squares, sidewalks, streets, bridges, public parks and leisure facilities, street lighting facilities, street flow trays, art and historical monuments of local importance) for effective use, meet the needs and needs of the local population and generate additional revenues.
Also, the Law identifies common approaches for the approval by the deputies of maslikhat of candidates for appointed akims, as well as the expression of a vote of no confidence in them, the powers of the President of the Republic of Kazakhstan to approve the standard regulations of maslikhat, the responsibility and accountability of local executive bodies to the population,
On the item 1.4. Amendments and additions to the development programs of the regions until 2015 to include a subsection aimed at addressing the priority needs of the population
On this day, the akimats of the districts have made changes and additions to the Program for the Development of Territory Areas until 2015 in terms of aligning (by sections and indicators) with the Single List of Indicators for Local Executive Bodies, approved by Order of the Minister of Economic Development and Trade No. 132 of April 28, 2012 of the year.
In all programs for the development of the territories of the regions, taking into account the Unified List, indicators and measures are provided to address the population's priority needs in the following areas: social sphere, infrastructure, rural areas development, public services, etc.
Also, in the program "Development of regions until 2020," approved by the Government of the Republic of Kazakhstan on June 28, 2014, No. 728, measures are envisaged to develop the diversification of the economy, small and medium-sized businesses, transport and logistics, tourism infrastructures, social and engineering infrastructure.

In accordance with the Decree of the Head of the State No. 555 of April 24, 2013 "On Some Issues of Conducting Elections of Akims of Towns of District Value, Rural Districts, Villages and Villages of the Republic of Kazakhstan, which are not part of the rural district", in August 2013 elections of akims were held in 2457 cities rayon significance, rural districts, villages and villages of the Republic of Kazakhstan that are not part of the rural district. In all, 7173 were nominated and 6738 candidates for akims were registered.
The local budget has been determined as the source of funding for the elections of akims of cities of regional significance, rural districts, settlements and villages.
To conduct elections, the regional budgets allocated 603.4 million tenge.
On the item 3.1. Activities (holding meetings with the public) to explain the main provisions of the Concept of Local Self-Government Development in the Republic of Kazakhstan
In accordance with the Action Plan for information support of the main provisions of the Laws on the development of local self-government and the delineation of authority between government bodies, approved by the First Deputy Prime Minister B.Sagintayev, in 2013, outreach groups from among the heads of central government bodies were sent to all region of the republic and to the cities of Astana and Almaty, work was carried out to explain the main provisions of the Laws, as well as the Concept development of local self-government among the population and, first of all, among the newly elected akims.
In addition, the akimats of the regions in accordance with the approved programs and timetables held seminars on explaining the main directions for the development of local self-government.
In order to continue the public education work, the Minister of Regional Development issued an order dated May 15, 2014 "On the approval of the Schedule of Visits to the Regions for the Provision of Awareness of the Governors of the Rural Areas and the Population on the Decentralization of State Power," according to which the Ministry's employees, together with the akimats of the regions in 2014, regional seminars were held.
In 2013, for the purpose of conducting explanatory work among the newly elected akims, the Academy of Public Administration under the President of the Republic of Kazakhstan, as well as regional centers for retraining and advanced training of civil servants, seminars and courses on decentralization of state power and development of local self-government central state bodies.
In addition, in the second half of 2014, together with the OSCE Center in Astana, explanatory seminars were held for newly elected akims, during which training modules for local government were prepared. The purpose of this module is to assist local akims, as well as increase their legal literacy and capacity building in the implementation of local government functions.
According to the Ministry of Culture and Sport, in 2013, within the framework of the state social order, the project "Carrying out a set of measures for organizing a public dialogue dedicated to the development of the local government system" was implemented.
Under item 3.2. Publication in the media of materials (articles, interviews, speeches and other) on the main provisions of the Concept of Local Self-Government Development in the Republic of Kazakhstan.
According to the information of the Ministry of Culture and Sports, regional akimats, according to the Media Plan, materials on the importance of the events, advantages and benefits of applying the norms of these Laws to local governments and local self-government bodies for effectively addressing local issues are posted in the national media. Total in such printed publications as "Egemen Kazakhstan", "Kazakhstanskaya Pravda", "Aizyn", "Liter", "Express-K", "Alash Ainasy", "Dala Menala", "Country and Peace" and others, published over 700 materials.
On the air of the TV channels "Khabar", "Kazakhstan", "Astana", "STV", "24.KZ", "Eurasia", "Channel 7", more than 400 videos were published. About 200 materials devoted to this subject were recorded on the resources of the information agencies "Kazinform", "Bnews", "Tengrinews", "Kazakhstan Today", "KazTAG", "News-Kazakhstan", "Interfax-Kazakhstan".
In all regional print media, special issues on this subject have been issued. Public responses of well-known public figures, heads of branches of political parties and non-governmental organizations were published.
In general, the planned activities of the first stage for the implementation of the Concept of Local Self-Government Development in the Republic of Kazakhstan have been fully implemented.
At the present time, by the Decree of the Government of the Republic of Kazakhstan dated October 26, 2014 No. 1139, amendments and additions were made to the Resolution of the Government of the Republic of Kazakhstan dated January 31, 2013 No. 78 "On approval of the Action Plan for 2013-2020 for the implementation of the Concept of Local Self-Government Development in the Republic of Kazakhstan ".
This Plan provides for the implementation of the second phase of the Concept of Local Government Development and the explanation of its main provisions, as well as the development of proposals for the further development of local government in the Republic of Kazakhstan.
At the same time, in accordance with the order of the Head of State, given at the expanded meeting of the Government of the Republic of Kazakhstan dated August 6, 2014, regarding the development of the draft Law of the Republic of Kazakhstan on the implementation of the second stage of local self-government development, the Concept of the Draft Law was developed and approved.
To date, work has begun to develop a draft law "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on the Development of Local Self-Government in the Republic of Kazakhstan."
