Single business support and business development program "Business Roadmap 2020"

The program "Business Roadmap - 2020" was adopted in 2010 on the initiative of the Head of State and in the implementation of the Strategic Development Plan of Kazakhstan until 2020.

Earlier, such large-scale programs envisaging mechanisms for integrated support of small and medium-sized businesses were not adopted.

A distinctive feature of the program is interest rate subsidization, which unlike conditional loans does not require the state to divert large amounts of funds while ensuring a wide coverage of the number of entrepreneurs.

To date, this program shows its effectiveness, it is fully aimed at developing regional business and creating permanent jobs and justifies the goals of post-crisis support for SMEs.

The implementation of the program involved an authorized body represented by the Ministry of National Economy, the National Chamber of Entrepreneurs, the Akimat of regions, cities and single-industry towns,

JSC "FED" Damu "and second-tier banks.

The tools of the DKB 2020 program are presented in four directions:

The first direction provides for the provision of state support for businesses operating in single-industry cities, small towns and rural settlements without sectoral restrictions. This is done to improve the social factors in these settlements and the revival of entrepreneurial activity beyond the boundaries of large cities.

For reference: support is provided through:

  • subsidizing part of the interest rate on loans / leasing contracts of banks / development banks / leasing companies with a nominal interest rate of not more than 19%, of which 10% will be subsidized by the state, and the difference is paid by the entrepreneur;
  • partial guarantee for loans of banks / development bank, for a beginning entrepreneur up to 85%, for the current up to 50%;
  • granting of state grants up to 3 million tenge;
  • subsidizing part of the interest rate on microcredits of private microfinance institutions with a nominal interest rate of no more than 20%, of which 10% is subsidized by the state, and the difference is paid by the small business entity;
  • partial guaranteeing of loans of microfinance organizations to banks, where the amount of guarantee can reach 100% of the loan amount;
  • Development of industrial (industrial) infrastructure.

The second direction provides support to business that provides support in the priority sectors of the economy and the branches of the GPIIIR. In total, according to the program, 64 priority sectors of the economy are established.

For reference: support is provided through:

  • subsidizing the interest rate on loans / leases of banks / development banks / leasing companies;
  • partial guarantee on loans from banks / development banks;
  • Development of industrial (industrial) infrastructure;
  • creation of industrial zones;
  • long-term leasing financing.

The third direction is support to a business that has revenues in foreign currency of not less than 10% of total revenue. That is, they are subjects of entrepreneurship, oriented to foreign markets.

The fourth direction provides non-financial support to business. This support in the person of a single operator of non-financial support is provided by the National Chamber of Entrepreneurs.

This line of support includes a set of projects on training the basics of doing business and consulting support for potential and novice entrepreneurs.
